That setting is for autolaunching multimedia content. It's not the same as "autorun", which launches the designated executable on mounting a disk.

You can either get TweakUI for Windows XP or change the value yourself in the registry.

HKEY_LOCAL_MACHINE\System\CurrentControlSet\Services\CDROM

You'll find a value for autorun in that subkey, toggle it to 0.

This also applies to Windows 2000. There's no setting in the OS to disable it anymore.
