I believe that is the case. Paypal appears to be available internationally in the countries listed on this page:

Paypal seems to take 1% more on "cross-border" payments, probably because of the added complexity of converting the currency. Perhaps one of our international users would like to attempt a Paypal payment and post how they made out.
