564037, UEFI Boot from USB/DVD

I have a Toshiba Satellite S755Dt-A7330, AMD 2.5GHz CPU,12B RAM, 1TB HDD running 64 bit Windows 10 professional version 1703. Unfortunately it has a UEFI Bios and I can't get it to boot from a DVD or USB drive. Here's what I've tried:

Secure Boot Disabled
Boot Order USB, DVD, HDD
Fast Start Off

When I boot with a USB or DVD inserted I get Windows 10. The USB shows activity during boot but I still end up with Windows 10. I've tried using the computer's boot menu (F12) but still end up with Widows 10. I have a duplicate set of disk and USB for a 32 bit Windows 10 Professional system on an older computer with a standard BIOS and the DVD and USB work perfectly. Anyone have any ideas???

Not specifically for 10 but should be the same.

Thanks for your response. Saw that item and I did what's called for but the USB or the disk still won't boot. It may be a peculiarity of Toshiba but I can't get much info from their site.

I used Rufus to make the USB. Tried with NTFS formatting, FAT formatting, and with MBR UEFI, GPT UEFI, etc. I just don't want to change the BIOS to legacy or CSM to bypass UEFI boot and then have to go back. This UEFI is a real PITA. I think MS wants to prevent people from tying out other systems.
