I posted this question on the HP forum and they suggested all the things I already had performed.
One suggestion they had was to re-install the BIOS. I had already done that but they gave a link to another site.
Installing this version of the BIOS fixed the problem. In all the years I have been doing repairs, this is the first BIOS corruption I have run into.
During the re-install of Win 10 an application native to the HP laptop was their version of Resource Manager. That did not get re-installed. I have asked HP if it is possible to get a link to this app since I have been unable to locate one on their site.
Does anyone know where this HP particular app can be found?
