Are you trying to do a clean install or just change hard drives? Is your old drive damaged? It is my understanding that with a clean install you need to have UEFI bootable media so it is recognized with security enabled. This might help shed some light on that (https://winaero.com/blog/how-to-create-a-bootable-uefi-usb-drive-with-windows-10-setup/). If it is a clean install the hard drive should have unallocated space before installation. If it is a simple drive change cloning the drive and adjusting for size differences should make it as simple as swapping the drive. If the old drive is damaged that is a different story and a clean install is in order.
