In Settings, click on Colors, then under "Choose your color" select "Custom".

Then set your "Choose default Windows mode" to Dark.

This should activate (actuate) the "Start, Taskbar, and Action Center" box which you should click to Checkmark.

You may (probably will) have to select an Accent color, or let Windows Automatically pick a color by check marking the box, as well as Transparency.
