"~ file"

Every now and then, a file called "~" appears on my desktop. I delete it, and it comes back later. It has no file extension, it's just "~". It seems to be made by Outlook Express, because it has email addresses among other random crap when I open it with Notepad. OE 6, Windows XP Pro SP1. I'm running a virus scan now, but I have Norton 03, with autoupdate and auto-protect. And I've ran Ad-Aware, it doesn't detect anything that cures the problem. Please advise
