I don't think it is your modem. Does this happen all the time? What message do you get when you can't load a webpage?

the message is similar to the message that you would get if you are not connected to the internet and try to load some website. something like unable to load website.
The webpage cannot be display. something like that.
thanks for replying.

This does not sound like a modem problem. I would look at your dial-up networking configuration, reinstall your tcp/ip and dial-up adapter thru your network(control panel) sometimes this is the proplem and that won't fix it. You may try a sloppy install of 98 or the dreaded fresh install.

I used to have that kind of problem. Get to dial up networking, right click, go to the properties of your connection. Then go to the networking section and highlight TCP/IP and press the install button. This should reset it. Close out and try to connect again. Been awhile, you might have to reboot. Make sure you have IE closed at least.

Wow, my 56k connects at 16. Anyway, when this happens to me, mine is fixed via IE repair tool in system information file.
