"US Calling cards"

Some clients of ours have road warriors who travel Europe, Asia and the US. In Europe they make voice and data calls using their mobiles, but this is not viable in the US (would require replacing the phones and the calls themselves cost).

They think they've heard of a service whereby they could dial a local-rate number in the US, and then make international calls which would be charged back to a credit card.

Does anybody know of a service like this and if it's any good?
