There is better control on this feature in Windows 2000/XP as in many others through the Policy Editor Snap-in, as you can change also this and some other settings in the User Configuration part, so one user can have Autoplay enable while another can have it turn off (As pointed out in the Explain tab, if there is a cconflict between the Computer configuration and the user configuration, the Computer configuration will take precedence)
