The index.dat file that collects URLs can be cleared of URLs and reset to 32 KBs by checking the box to Delete all offline content after you choose Delete Files in Intenet Options.

You can verify this with an index.dat viewer. Delete your TIFs as above but don't check that box. Then verify the URL entries are still in the index.dat. Then delete the TIFs again but this time enable the Delete all offline content box. Then look in the index.dat file and the URLs are gone. Check it out. Using XP pro on my setup, the file is at c:\Documents and Settings\your username\Local Settings\Temporary Internet Files\Content.IE5\index.dat but figure it should work with anyone using IE6.
