Log into your usual user, open IE, Tools, Internet Options, General Tab, Temporary Internet Files 'Settings' button - Where does 'Current Location' point to?

The 'Local Settings' folder is a hidden folder so you'll have to go to Folder Options in Control Panel, View Tab, check 'show hidden files and folders' under 'Hidden files and folders'.

If you still can't see it you are either looking in the wrong place or not logged on as another user (ie you didn't select 'Administrator' from the safe mode log in screen)
