" Cd rom issues"

Ya kow, sometimes i think I should not try to help other people out! In trying to get a cd for the drivers on the Old ins.130 laptop i Fianny gor reinstalled, I found my dell Ins 531s drivers for cd/dvd/rw are all screwed up. This is the message i get-

Windows cannot start this hardware device because its configuration information (in the registry) is incomplete or damaged. (Code 19)

Click 'Check for solutions' to send data about this device to Microsoft and to see if there is a solution available.

I have gone to dell to download, I have gone to save mode , uninstalled, rollback, update drivers, you name it, searched , and done it all again.
I have a dell cd that says contains drivers, diagnostics and utilities, but when i put it in and boot to cd, it ONLY goes to diagnostics, and cannot find anything about drivers. Have looked in drivers cache, you name it!
Download drivers off dell, and would not install - corrupt.
What the heck!
All I want to do is burn a driver cd!!!!
Help!
